„Rights Without Borders? Human Rights Protection Through Europe’s Courts”
Panel Discussion as Part of the 25th European Culture Days in Karlsruhe 2021
Since the end of World War II, the European ideal has been closely linked to the fundamental values of democracy and the rule of law. In response to the experiences of dictatorship under fascism, Nazism, and communism, the protection of human rights in Europe was firmly established in 1950 with the adoption of the European Convention on Human Rights (ECHR). Furthermore, since 2009, the Charter of Fundamental Rights of the European Union has enshrined fundamental and human rights within the European Union. At the same time, Europe is currently not only experiencing a profound debate over the enforcement of the rule of law; in recent years, human rights violations have also been repeatedly criticized in areas such as migration and asylum, discrimination, and counterterrorism.
The panel discussion explains the system of judicial protection of human rights in Europe, examines its potential and limitations, and explores the specific challenges of protecting human rights in Europe’s multinational context.
The event will take place at the EKT:2021 festival center, the Kinemathek Karlsruhe, and, due to the pandemic, will be livestreamed on the City of Karlsruhe’s YouTube channel.

Prof. Dr. Angelika Nußberger
She holds the Chair of Constitutional Law, International Law, and Comparative Law at the University of Cologne and served as Vice President of the European Court of Human Rights until 2019.
Prof. Dr. Beate Rudolf
also a lawyer, has been the director of the German Institute for Human Rights since 2010; the institute works closely with the Council of Europe, the EU, and the United Nations, and is celebrating its 20th anniversary this year. From 2016 to 2019, she served as the elected chair of the Global Alliance of National Human Rights Institutions (GANHRI).

She is a historian specializing in legal history and 20th-century German history, and has served as director of the Forum Recht Foundation since September 2020.
